
The Government Science and Engineering (GSE) Profession places a strong emphasis on leadership values. The four leadership values; integrity, collaboration, decisiveness, and inclusion, provide a framework for successful leadership.
Michelle Hackett, Head of International Fisheries Science at the Department for Environment, Food and Rural Affairs (Defra), uses these leadership values every day to lead with confidence and empower her team. Let’s hear how she achieves this.

As Head of International Fisheries Science at Defra, I use the Leadership Values every day to lead with confidence and empower my team.
Integrity is at the heart of how I lead. In science and engineering, it means being open and honest, and grounding decisions in evidence. When shaping strategic fisheries policy, I ensure my approach is transparent and backed by robust scientific data. By upholding high research standards, I aim to set a clear example for my team, encouraging them to do the same.
Collaboration is essential. It allows us to communicate complex ideas effectively and advocate for science and engineering. I place collaboration at the centre of my leadership, working with partners across the UK and internationally. One highlight was coordinating an international conference that welcomed over 800 delegates, an incredible opportunity for networking and knowledge exchange.
Decisiveness is vital in navigating shifting priorities. Whether reforming the UK’s Fisheries Data Collection programme or progressing international agreements post-Brexit, I make evidence-based decisions that balance uncertainty and competing interests to deliver meaningful policy outcomes.
Inclusion is a value I hold deeply. I believe everyone has something valuable to contribute. Within my team, I strive to create an environment where diverse perspectives are welcomed, and every voice is heard. This reflects the Leadership Values Toolkit’s call to champion diversity and psychological safety.
By leading with integrity, fostering collaboration, making decisive choices, and championing inclusion, I hope to set a benchmark for science and engineering leadership.
